I believe it *might* have to do with a movie/faux-documentary that I heard
made the rounds in the art theatres last February about an alternate history
where the US lost the Civil War. It's called "CSA: Confederate States of
America." One of the scenes shows Apollo 11 unfurling a Confederate flag on
the Moon...
