Assuming you're right, we definitely don't want to encourage China to
build bigger and better missiles to compete with the U.S..
So, first destroy China's ability to make war, liberate Tibet and
Uighuristan (Sinkiang province), repatriate the overbearing Mandarin-
speakers from Formosa to the Mandarin-speaking area of the mainland,
which they will rule as the Republic of China as it transitions to
democracy, give all the dialect areas national independence to avoid
linguistic oppression...
then go back to the Moon.

China? I thought they weren't considered the greater threat, and NASA
has been frantically working on a plan to send President Bush to Mars.
Something like that.

Tell you what... you and the rest of the Canadians go right ahead and do
that.
We in the continental United States will tell the Chinese we had nothing
to do with it, and they should nuke you in revenge.
Then, around a decade later - after the fallout has calmed down - "Upper
North Dakota" and "Formerly British Columbia" come into the union as two
of America's thirteen new states, and America corners the world market
on Back Bacon.
Imagine ordering a pizza with "bacon" and "American bacon" on it, or
drinking "Labatt's Red,White, and Blue" lager while eating it.
I like this concept already.
Don't even get my started on the new state named "Frogland". :-D
