I don't think it was flipped, just rotated 90 degrees clockwise.

Flipped or rotated, I'd like to see the original. To me it looks GIMPed
up. I really find it hard to believe that condensation could form aft of
the tail on ascent. Right next to the SSME and SRB exhaust. Maybe there is
an area aft of the tail shaded from the exhaust radiation.
Very Small Pressure/Temperature Drop vs Glowing hot SSME/SRB Exhaust?
Anybody know what flight this is?

In the L selecion of the NASA link Andrew Plotkin provided, the
"cloud" coming off the rudder seems to be shaped at the inboard end by
the plume from the 3rd engine bell.
Also, the caption reads, " secondary effects can be seen on the SRB
forward skirt, Orbiter vertical stabilizer and wing trailing edges
(behind SSME's)"
The WTEs must be what looks like is coming from between the bells.
Due to grain effects (original was 35mm motion picture film), the M
selection is actually easier to look at.
