I see they are going to try and get Discovery ready for a rescue shuttle
for Atlantis' flight in August, then fly again in December. So what's
Endeavour doing these days? Wouldn't it be easier to have Endeavour play
rescue shuttle for Atlantis?

Endeavour is in the middle of an OMM. It won't be ready to fly until next
year.

Wasn't its major maintenance completed some time ago ? Or was no work
done at all during this last yera long stand down ? You'd think this
orbiter would have been ready to fly after spending so many years in the
maintenance hangar.

Ya, all Endeavour's workers took the year off and slacked at the beach,
smoking weed, chasing tail, and catching surf. Damn shame really.
(And to think I used to say there are no stupid questions...)
To keep Discovery and Atlantis on schedule for STS-121 and 115, NASA
shifted workers from Endeavour. Several major tasks, such as SSPTS
installation, were also added to Endeavour's OMM.
The combination of more work and fewer workers has necessarily lengthened
Endeavour's OMM.
