My impression of the long range goal of Program Constellation is the
establishment of a permanent *city* on the Moon. (?).
I use the term "city" instead of *outpost* to designate the goal of
self sufficiency.

The primary question:
1) Is our currently available technology capable of building a self
sustaining Moon City?
"Self sustaining" means the inhabitants can live without being
dependant on supplies from Earth.

Next question:
2) Can we build a Moon City that can replicate?

If (1) and (2) are affirmative, then we will have designed a seed that
can (and probably will) permit the Moon to grow biologicially and
economically. That is the definition of "colonization".

If that framewaok is reasonable I'd like to discuss the technology
that needs to be honed to accomplish that task.

I'm not sure why you are requiring a different definition for a city on the
Moon than one on the Earth. I'm not aware of any city on Earth that matches
your description. If anything, much smaller communities are more likely to
meet your criteria.

Actually, the smaller the community the *less* likely they are to be
meet that criteria because of the inability to support the needed
specialized skills. (For any kind of tech level above the Innuit.)

And what's wrong with that tech level? :-)

I'm thinking more of folks who once setup, pretty much live off the land,
albeit it at varying levels of tech.

But above a certain point for example a city just isn't going to be able to
feed itself w/o outside resources.
